For this you need a free webhost then a PHP script . If you don't have it then follow above steps .
Steps for making a Free Proxy
Step 1
Find a Free webhost .
If you don't know then go to this list of free Webhosts list .choose one from them , register on there site . And move on to next step .

Then go to this site & download a .zip file .
Step 3
